Perhaps we should begin renaming the Harry Jerome Neighbourhood Lands “The Darwin I.O.U. Neighbourhood Lands” The AUDACITY of Darwin proposing such a MAXIMUM SIZED development that could (will) include a 32 high storey condo PROVES just how deep they are into the mayor’s IOU pockets; with his city planners falling over backwards desperately seeking their nefarious commandant’s approval on this project!
Read’em and Weep: HARRY JEROME NEIGHBOURHOOD LANDS PROJECT DESCRIPTION AND POTENTIAL AMENITIES: THAT my staff proceed with processing a rezoning and Official Community Plan amendment for the Harry Jerome Lands substantially as outlined in the report of the Director, Planning dated March 7, 2018, including:
– density of up to 2.5 FSR, including additional density to secure on-site amenities; (OMG)
– tower heights of up to 32 storey;
– creation of transferable density on the future Harry Jerome Community Recreation Centre site – WTF!
Is this the beginning of city management showering final tributes to their leader who will be first and foremost remembered for his “4 to 3” OCP anarchism, city parking shortages, never taking advantage of provincial or federal affordable rental housing monies. While a growing number of local businesses are unable to maintain or afford part-time help – driving business off our shore. Topped off by his campaign donor developer lane closures, paralyzing traffic flows i.e. slow motioning getting anywhere on time which has also had an untimely adverse effect on our ambulance, police and fire departments emergency vehicles performance.
Under mayor MASSassto’s regime there has been absolutely NO REGARD to the fact we are already well over 2041 Regional Strategy (density/population) Levels… much like our OCP Guidelines a FARCICAL SHAM! #replaceOCP2019
Now we’ll have to wait and see which corner office position Grinch has accepted. Could it be at Onni/RPMG or Translink… I mean really, who else would be willing to use his convolute talents? Wait a minute, oh yeah, Polygon, Anthem, Concert, Hollyburn, BCLC casinos or will he eventually end up in an executive suite on the 24th or is it 32nd floor at the Darwin Neighbourhood Lands? #WeHaveHadEnoughOfMayorMussatto
Actually found myself attending the pre-Easter showdown with enough on the fight card to fill at least two jam packed ‘no holds barred’ city council meetings. But then again this is why we did not have a scheduled then unscheduled city council meeting back on February 19th.
There were a few surprised jabs and expected abject counter punching taking place during the long-winded meeting. As I said to councillor Clark at the end of the meeting. “I have enough blog content that will keep me busy for the next 3 weeks during Easter shutdown.” I’ll be featuring video Stache outtakes, misplays by the now retiring mayor and city councillors, to caricaturing the many twists and turns, including an unrealized Harry Jerome showstopper to a Lions Gate “tax”idermy new bedfellows finale.
But I am going to start off slow, giving everyone a chance to catch their breath from either attending or watching the streaming 4 1/2 hour video of Monday Night’s Fight Card…
In my opening mini-bout: wannabe night-mayor Buchanan wants the proposed and WTF: re-budgeted $210+ million mega HJCRC to integrate the Rick Hansen Foundation Accessibility Certified Gold Standard which even she acknowledged is ALREADY being indoctrinated into our latest new developments! And thereby no need for Buchanan to make such a – I’m running for mayor – fuss over handicap accessibility. Every city architect, engineer including our infamous city planners are AWARE and CHAMPION the new Rick Hansen handicap accessibility model.
If Buchanan is so adamant about disability accessibility why has she NEVER insisted on handicap accessibility on ANY PRIOR high rise development since her re-election. And WHY THEN did she last December 3rd on International Disability Day celebrate the day riding a ne-ferris wheel and NOT riding an immobility scooter or wheel chair or even recognizing International Disability Day? It should also be noted that Buchanan had been asked last fall to show her support for those in our city with disabilities to experience riding an immobility scooter courteous of Davies Pharmacy & Medical Equipment over our central Lonsdale crevice sidewalks which of course she turned down.
Based on Buchanan’s prior anti-handicap posture dealings with mobility issues just how ingenuous is Buchanan or is this simply a spin-o-rama mayoral campaign tactic… Does she wonder why I caricature her wearing “spinning” crazed glasses. #Spin-o-ramaHypocrisy #WTF
News Bulletin 5 pm 03/13: Mayor Darrell Roger Mussatto will not be seeking a fifth term on October 20th, 2018. I wish the mayor all the best piloting his new adventures. Thanks for being so tolerant of my satirical caricaturing of your mayorship.
One of the big ticket items tonight under many agenda headings is the new Harry Jerome CRC. Personally I feel this vessel is already being moored over at the DNVC’s new Delbrook Centre and at the West Vancouver Recreational Centre and currently proposed new lower Capilano Rec Centre.. Therefore there is no need for an over-the-top planned $130 – 160 million HJCRC Megadome.
Yes, there is a CNV and District of North Vancouver agreement to cost-share the operating costs for the new Harry Jerome Recreation Centre, including a 50 metre pool, consistent with the North Vancouver Recreation and Culture Commission’s current operating cost-sharing formula, which applies to existing recreation facilities. And what may put this agreement in jeopardy/escrow is both cities share the SAME LAW FIRM – Bull + Housser. And with a number of private gyms holding their own in our city to support a new HJCRC Megadome featuring a 50 metre pool is too rich for my blood… I’m on a less tax, less density intake diet.
Spending up to $160 million on a new HJCRC that on the flip side will also increase our population/density by around 1,500 by double dipping campaign donor Darwin Developments. Replacing the existing Harry Jerome lands will only further exhaust and stress our sewer/water/road infrastructures and further congest our commuter/traffic crisis.
Instead we should be focusing, agenda-sizing real low income affordable rentals, NOT market valued rentals or WTF: $2,000 mo. reduced rentals that our low income (part-time) work force STILL can’t afford. A critical workforce determining the survival, the wellness of so many of our local retail and restaurant businesses!… The very ones (mayor) who do “bike to work.”
And when it comes to HJCRC well… we need to go back to the drawing board and look at a less hurried cost efficient approach that may just entail the redevelopment of the existing Harry Jerome complex in modular/re-adaptable annexed parcels. #HJreboot

And after watching last Monday Night’s city council meeting lasting only 2 1/2 hrs. I could not help but sense how the aforementioned NSN article since its posting nothing as in ABSOLUTELY NOTHING has changed. The mindset at city hall continues to remain oblivious, unyielding, thirsting for more and more development superseding 2041 density levels. And lest we forget their hyperbolic contention – blaming our provincial and federal governments for not being able to kept pace with their neverending apocalyptic push beyond 2041-plus density/population levels!
A city hall turning a blind eye on its city’s social and sustainable wellness; like to date unwilling to offer REAL AFFORDABLE low income housing – 10/10/10 is a Heartless Joke when current market rental rates are already over $2,000 for a two bedroom!
And of course in our city it is not hard to trip over our inept city engineers who have turned a blind’s eye on our sidewalk’s “walkability”. Had this been a bike path…
Such is the undermining ineptness and disconnect that is consuming, eroding and diminishing our skilled work force and loss buying power generated by our seniors, low income and young families. A city unaware its future is today on life-support with no mythical saviour in sight… unless you believe in mystical screensavers or this inglorious city slicker. #CNVSOL

Wow! Tonight’s city council agenda content is 458 pages deep! From: Smoking Prohibition Expansion and Enforceability, Greater Vancouver Regional District, Metro Vancouver brief, to in-depth studies on Walk CNV – Pedestrian Plan, Proposed Cannabis Dispensary Enforcement “closed session,” various land matters, Metro Vancouver Regional Parks Service Amendment Bylaw, Metro Vancouver Regional Parks Service Amendment Bylaw, (anybody getting dizzy yet)… “Zoning Bylaw, 1995, No. 6700, Amendment Bylaw, 2018, No. 8610 (232-234 West 5th Street, CD-692, Text Amendment), a lengthy Draft 2018-2027 Financial Plan, Cannabis Regulation: Zoning and Business Bylaw Amendments, more zoning bylaw amendments including Cannabis Regulation: Zoning and Business Bylaw Amendments (whew) to Duplex Special Study: Results and Direction, Development Application: 125 and 145 East 13th Street and finally Councillor Bell’s (water logged) 50 Metre Pool at Harry Jerome!… And then there is the: “Mussatto Labour Matter” File: 07-2510-01-0001/2018 and its outcome will remain in Closed Session. 2018 03 05 Regular Agenda Package for March 5 2018
And yet between Feb. 5 and Feb. 26 council meetings our City Clerk and mayor could not find enough agenda items warranting a public council meeting. And yet here we are today with a 450+ paged agenda that was not available until last Friday afternoon. To expect city councillors and city taxpayers would have had enough time by 6 pm tonight to fully review and digest this all encompassing agenda is inauspicious, ominous at best and why I believe city councillors and taxpayers “deserve” a week’s notice to study and realize key discerning elements to be brought forward regarding any agenda item. But we “all know” that will never happen under Mussatto’s regime as he is running out of time getting his inglorious agenda across the line before October 20th or 18 City Council Meetings left in his autocratic governance! #CNVelections2018
Isn’t it ironic a siren could be heard in the distance at a very key moment in last Monday Night’s city council meeting as our City Clerk was proclaiming to council by order of commandant Mussatto the Rezoning Application: 2601 Lonsdale Avenue (Pezzente Holdings Inc. /GBL Architects) to a public hearing previously in a Feb 5th meeting denied; deferred and referred back to city planning for further review regarding proposal size & scale, readdressing traffic flow concerns and lack of no more green space. Even councillor Buchanan, an ol’ vet NSN paper carrier to this area felt it needed a community concerns redress much to the chagrin of her commandant and guru – whom curiously was absent from last Monday night’s fight card… hmm. #DemocracyVetoed
With density having reached unprecedented 2041+ levels many are now realizing the adverse impact and negative wellness it is having on our neighbourhoods. We do not need up to 1,500 more residents taking over the existing HJCRC lands as it only further injects unabated commuter congestion and gridlock and neighbourhood stress.
Re: HJCRC, I realize there are according to the MODUS survey a mere 900 across the entire North Shore of over 180K in support of the proposed HJCR Centre and only 241 whose postal code actually live in this neighbourhood. Yes, our existing HJCRC is at the end of its run. But I am completely opposed to spending $130 to $160 MILLION on an enchilada sporting mega-dome. The interest so far does not warrant such an all inclusive sporting facility. And our current HJCRC is NOT operating anywhere near full capacity, partly due to the onslaught of private fitness centres and just a few blocks north of HJCRC is the “brand new” Delbrook Community Recreation Centre that has a six lane, 25 metre pool. And what is blatantly missing is an attached PARKADE, or inclusive ground level parking to accommodate the traffic for those attending say an aquatic competition. A spendthrift mega-dome dependent on drawing people from across the North Shore and from the lower mainland… oh yeah I forgot everyone will be bicycling or taking transit and being dropped off and picked up at the ONE NORTH/SOUTH BUS STOP.
We should be seriously looking at alternative low-cost prefabricated modular options allowing for a much faster and cost effective turnaround in the reconstruct of our existing HJCRC. Rebuilding from the ground up in SECTIONS – independent state of the art building materials – allowing the rest of the existing rec centre to remain active. This would allow new second floor areas to be portable, interchangeable, easily updated meeting the unforeseen demands placed on the new rec centre for decades to come… and there lies the challenge, the needed resilience to reinvent our 52 year old HJCRC working drawings.
Tonight’s agenda once again does not address our many SHORTcomings like: offering city rent-controlled housing for people who work full or part-time in our local business whom cannot AFFORD our escalating rental/housing costs. And like so many asking: “Why does the Mayor hide our Statement of Financial Information – is it that incriminating?”
Meanwhile way, way back during our last NVCH meeting…
